Development of the draft Programme for the Development of Railway Transport of the Republic of Kazakhstan until 2029 to meet the needs of the population, economy and the state in transportations
1. Comprehensive analysis of the current situation, including the institutional and regulatory environment, the state of infrastructure and the financial situation of the National Railway Company and the industry as a whole;
2. Analysis of international experience, including the collection and study of data on current trends in the development of railway transport at the international level, successful cases of efficiency and safety improvement, study of global practices of liberalisation of railway transportation markets and mechanisms to stimulate competition, as well as the development of proposals for the adaptation and implementation of international experience, taking into account the specifics of the national railway industry;
3.Identification of key areas of railway transport development that correspond to the strategic goals of Kazakhstan's economic development, including identification of priorities for the industry's development, taking into account global trends and national goals;
4. Identification of needs and development of specific proposals for the renewal and development of infrastructure and rolling stock, as well as proposals on mechanisms for their implementation, taking into account international experience;
5. Identification of specific measures aimed at stimulating competition in the industry, including analysis of international models of railway transportation market regulation to create a favourable competitive environment, development of mechanisms for further liberalisation of the freight railway transportation market, creation of conditions for equal access of new participants to key capacities;
6. Identify the potential for the introduction of innovative technologies and digital solutions successfully applied in leading countries, formulate measures to stimulate innovation and digitalisation of customer service processes;
7. Identification of measures aimed at improving the level of safety and quality of railway transport, including the adaptation of international standards for safety and quality of service, development of a system of indicators to assess the efficiency of key stakeholders in the transport process, such as: National Infrastructure Operator, freight and passenger carriers, as well as measures to ensure the openness and accessibility of this data for consumers of services;
8. Monitoring and evaluation of the Programme implementation, including development of a system of indicators to assess the efficiency of the Programme implementation, planning of implementation stages with clear deadlines and responsible for its implementation.
