Assessment of the "Shared Housing Construction Shadow Market" in the Republic of Kazakhstan at the time of the study and the mechanisms for its dissemination (methods of attracting buyers, conditions for raising funds in the absence of permissions, etc.) with a view to subsequently developing possible measures to improve the state control over the procedure for fund-raising shareholders.
At the initial stage, a comparative analysis of models/forms of organizing shared housing construction in the Republic of Kazakhstan and abroad was carried out with an emphasis on the legal protection of home buyers, and the scope of the term “Shared Housing Construction Shadow Market” was also determined. Subsequently, a database of private developers illegally attracting funds from shareholders using the “mystery shopper” method was collected, an analysis was carried out of the most popular schemes for raising funds from shareholders by developers who do not have the permission of the local executive body/guarantees of KZhK JSC, and the share of the Shadow market of equity shares was also empirically assessed construction in the Republic of Kazakhstan.
