Description of the Project:
This research aims to analyse key aspects of skills in migration from the perspective of skills anticipation, skills development, skills matching and recognition as well as to analyse and provide an overview of the national skills development and recognition system / framework and practices and to provide recommendations. It also aims to identify concrete challenges faced by migrant workers in accessing skills trainings and educational services and opportunities for them for skills development and recognition in countries of origin and destination. The proposed regional research will cover Kyrgyzstan, Tajikistan and Uzbekistan as countries of origin; and Kazakhstan and Türkiye as the countries of destination.
Completed tasks:
- Overview/analysis of the national system/framework/policies/regulations for skills anticipation, and skills development from the perspective of skills-based migration.
- Analysis of existing regulations/initiatives and challenges on skills matching process; key issues pertinent to skills mismatches.
- Analysis of current practices/initiatives on recognition of qualifications and skills of migrant workers. Identify/assess any existing skills recognition regulations and practices.
- Identify/analysis of initiatives on inclusion of skills issues in labour migration cycles, e.g. in pre-departure orientation, pre-employment training, recruitment processes, etc.
- Identify barriers that exist to the mobility of low- and semi- skilled migrants.
- Organize interviews with relevant government authorities, NGOs, private employment agencies in the countries of origin and destination.
