The main goal of the service is expert, analytical and methodological support for assessing the local executive bodies' strategic goals and objectives achievement performance, based on the Methodology for assessing the effectiveness of achieving and implementing strategic goals and objectives in the supervised industry/sphere/region, approved by order of the Minister of National Economy of the Republic of Kazakhstan No. 146 dated December 18, 2014.
Importance:
As part of the implementation of the System for the annual assessment of the effectiveness of the activities of central state and local executive bodies of regions, a city of republican significance, the capital, approved by Decree No. 954 of the President of the Republic of Kazakhstan dated March 19, 2010, the authorized body for regional development conducts a full assessment of local executive bodies of regions, a city of republican significance, the capital in the direction of "Achievement and implementation of strategic goals and objectives in the supervised industry/sphere/region".
Assessed state bodies receive a comprehensive analysis of the strengths and weaknesses in terms of improving the quality of strategic planning for the development of the territory.
Moreover, the assessment system shows itself an effective mechanism for increasing the effectiveness of state policy implementation in the regions.
Within the framework of the assessment system, a comparative analysis of the efficiency of state planning for the development of the territory, the implementation of state policy in the regions and its compliance with national priorities is carried out.
In general, the results of the assessment in recent years have shown high efficiency and demand for assessment in the direction of "Achieving and realizing strategic goals and objectives in the supervised industry/sphere/region."
The further implementation of the assessment system in this area will also be focused on improving the efficiency of local executive bodies and will become an effective tool for improving state planning for the development of the territory and their implementation in the regions.
Participation in field checks and rechecks of reporting data of 4 regions (Zhambyl, Kyzylorda, Mangistau and Atyrau regions) to achieve the strategic goals and objectives of the LEB (local executive body), as well as the preparation of assessment conclusions for 16 regions.
Participation in the procedure for appealing conclusions on the results of assessing the effectiveness of the achievement and implementation of strategic goals and objectives in the supervised regions according to the results of 2014. If objections are accepted, it is necessary to make appropriate adjustments to the conclusion on the results of the performance evaluation.
Recalculation of points and amendments to the assessment conclusions, in case of changes in official statistics.
The formation of a detailed analytical report in this area of assessment for each region.
Conducting an analysis of the assessment results, reflecting the causes, identified deficiencies, for each criterion of the approved Methodology in the presented area of assessment.
Conducting an analysis of the objectivity, scope and relevance of the criteria and indicators established in the Methodology, confirmed by the results of the assessment conducted in 2015, and making appropriate proposals for improving the Methodology.
