Employment indicators: alternative methods for estimating unemployment

Project Description

The aim of the study is to assess the level of employment and unemployment in Kazakhstan using alternative methods that take into account country specificities in order to obtain new tools for labour market analysis.

Completed tasks

Based on the purpose of the study, the research team set out to accomplish several tasks, specifically:

1)To examine international experience with alternative methods of assessing unemployment and employment, in order to compare their effectiveness and accuracy;

2)To identify the factors that either constrain or stimulate the formation of regional unemployment rates;

3)To develop a control variable—an “aggregate indicator of unemployment”—using the expert parametric method;

4)To calculate alternative indicators of unemployment based on the methodology of the U.S. Bureau of Labor Statistics (BLS), as well as alternative indicators of employment and hidden unemployment using statistical data from the Republic of Kazakhstan;

5)To develop recommendations on the use of alternative methods for assessing unemployment and employment, with the goal of improving economic performance and raising the standard of living.
